CYPRIOT WILL CONTINUE TO PROVIDE AIR TRAFFIC AND AERONAUTICAL
INFORMATION SERVICES AS WELL AS TO COORDINATE RELEVANT
ACTIVITIES WITHIN THE LIMITS OF 'ERCAN ADVISORY AIRSPACE. NICOSIA
ACC IS THEREFORE URGED TO CEASE IMMEDIATELY MAKING R/T CALLS ON
EMERGENCY CHANNELS AND TRANSMITTING CONFUSING TRAFFIC INFORMATION
MESSAGES WHICH JEOPARDIZE THE FLIGHT SAFETY AND ENDANGER THE LIVES
OF PASSENGERS AND CREW OF THE AIRCRAFT LANDING AT AND TAKING OFF
FROM ERCAN INTERNATIONAL AIRPORT AS WELL AS FLYING WITHIN ERCAN
AIRSPACE.

THE PROVISION OF SEARCH AND RESCUE (SAR) SERVICES BY THE TURKISH

AND ERCAN ADVISORY AIRSPACE(EAA).
WE WOULD LIKE TO STATE THAT THE CIVIL AVIATION OF TRNC IS THE ONLY
COMPETENT AUTHORITY TO PROVIDE AIR TRAFFIC ADVISORY,
AERONAUTICAL INFORMATION AND SAR SERVICES AS WELL AS TO COORDINATE
THE RELEVANT ACTIVITIES AND ISSUE NOTAMS WITHIN THE LIMITS OF THE
TERRITORY OF TRNC AND EAA.

AUTHORITY IN GOVERN THEIR TERRITORY.WE WOULD LIKE TO EMPHASIZE
THAT BOTH FACILITIES ARE IN CONFORMITY WITH THE ICAO RULES AND
PROVISIONS AND THE PERIODICAL FLIGHT INSPECTION,CALIBRATION AND
MAINTENANCE OF THE ABOVE MENTIONED FACILITIES ARE DULY CARRIES OUT
BY THE RELEVANT AUTHORITIES.THE LATEST FLIGHT CALIBRATION REPORTS
CONFIRM THAT BOTH NAVAIDS ARE FULLY COMPATIBLE WITH INTERNATIONAL
STANDARTS.
THEREFORE,THE ABOVE MENTIONED FACILITIES CAN BE USED SAFELY
BY ALL FLIGHTS WITHOUT ANY DOUBT,WITHIN THEIR COVERAGE.

ANNEX-12 TO THE SAME CONVENTION) WERE TAKEN OVER BY THE
UNITED KINGDOM (UK) IN THE EARLY 1950S DURING THE ESTABLISHMENT
OF NICOSIA FIR IN ACCORDANCE WITH ICAO RULES AND PROCEDURES,
WITH REGIONAL AGREEMENT AND APPROVAL OF THE ICAO COUNCIL. THIS
HAS BEEN RECORDED IN EUR ANP ACCORDINGLY THE 1960 TREATIES
CONCERNING CYPRUS DID NOT CHANGE THIS, EVEN ENHANCED IT WITH AN
EXPLICIT PROVISION. THEREFORE THE UNILATERAL CHANGE OF AUTHORITY
ON PROVISION OF SAR REGARDING CYPRUS IS AGAINST THE ICAO RULES,
